This image is more useful than an answer where the range is 30% between low end and high end. Sheesh.

@SUSTAINEDfitness could you explain how you came to that range?

Those are good, but they still don't give good representations of "skinny fat" people.

storebought scales are wrong. Buy some calipers for 15 bucks.

Go here (scroll down to your gender) and compare the pictures. It helps to get a second opinion of somebody who can be honest with you.

The simplest estimate is the "YMCA formula", which only takes into consideration weight and waist size. It's not terribly accurate, but it'll get you an estimate.

A better estimate formula is the "US Navy formula"; beyond weight and height, for a female, you'll need waist, hip, and neck size - these can all be taken by yourself with a measuring tape.

There are many other estimation formulas, but you will need fat calipers to measure skin folds to do them.

Electrical current is not very accurate, and the scales that say they measure it are completely off. Go online and buy a pair of skin calipers like these http://www.amazon.com/Slim-Guide-Caliper-Black-Booklet/dp/B0000AN3UB/ref=sr_1_1?ie=UTF8&qid=1375383837&sr=8-1&keywords=skinfold+caliper Don't worry, I don't sell them.

You wouldn't know without getting a body composition/body fat test (using electrical current), since extra weight can come from fat or muscles. Some store-bought bathroom scales have a body fat test, but there are also those hand held devices at gyms that measure it.

Go online and google 'body fat percentage calculators'. This will give you a rough indication. If you want something more accurate you should probably go to your gym and get them to do a calipers test.
