I am exercising a lot and my diet consist of the following foods: chicken with skin, fatty fish, full-fat greek yogurt, cabbage, broccoli, almonds, and fish oil. I stopped eating red meat and organ meats, because I've had way too much of it. I am told I am suppose to eat more carbs, but there is a problem. Everything time I start eating fruits, even berries, I get acne breakouts. The same happens when I start eating high-starch vegetables. I am not sure what to do right now.

Try switching to tubers, things like yams, sweet potatoes, beets, etc.
And if you need to bulk up, get lots of protein.

Plain starch from potatoes, yams, sweet potatoes, plantains, bananas in moderation. Remove the skins, as this may be causing the acne issue and also can make them more difficult for your body to process and make the most of the nutrients. Eat good quality animal proteins, also and remember to eat lots of greens, mono's and omega 3s for general good health and high testosterone levels.
