Not sure if it can be set up, but it would make more sense if people had to defend why they down vote a question or answer. Otherwise it can be someone in a bad mood or PO at someone for past feuds. Ultimately is all game playing but have some fun with it.

i think downvoting is fine, if i did have a problem with it what i might do is
give people predefined possible reasons for downvotes
and require them to check one before submit, will make people reassess if they actually are within their 'rights' to downvote.
now with this system you could do far more things, for example analyze where or why most downvotes come and enact policies to correct any issue(either side) and beyond that if your recording downvote history you could for example analyze a user, for example in your case if someone is following you around downvoting you just to be malicious you could see "past 10 downvotes = samc '' '' '' '' '' '' '' /period time " then give that user a temporary ban for abuse.
but i dont really think this is a priority as i dont think paleohacks has the personnel or desire to enact things like this. and i think the benefit of downvote far outweighs any possible abuse.
