Can fat-soluble vitamins leach into oil like water-souble vitamins in water?

Likely a dumb question, but nutrition can be surprising so I might as well ask. Can one leach fat-soluble vitamins into oils (e.g. herb infusions) like one can with water with regards to the water soluble ones? Inquiring minds want to know if they can get all their vitamin K needs from herb oil, sauerkraut, and kerrygold butter. :p

Yes, but I wouldn't count on herb-infused oils providing any significant amount of fat-soluble vitamins (maybe vitamin E that was already in the parent oil).
