What do you think of this workout program?

Basically, I've found that a routine from a famous internet fitness program has leaked. I'm not the one who has done it (the link is from the original page, so maybe they've done it themselves with marketing purposes), but the workout looks too 'light' for me. I'm just linking it.

Anyway, the results from the people who has made it are incredible, but that could be marketing too.

The goal is hypertrophy.

The rest between sets must be less than 20-30 seconds.

Back when I was lifting, I tried a lot of programs and the one I found most beneficial was Wendler's 531. 3 days a week, low rep with various higher rep assistance work and sprinting added in on the off days. Worth a look if you aren't already familiar:

Deadlift and squat days are insane, yes. At least, is three weeks on and one week off, and another cardio rather than walking is strictly prohibited. I'd love to have access for the full program, but I can't afford it, sadly.

Looks like a bunch of useless crap someone put together. It is sure better than doing absolutely nothing, but not an ideal plan.

Now you see behind all the marketing is just a simple pdf file. Regardless, give the program a shot and report back to us on here. As you point out the short rest is very important, if you don't follow this strictly you will not achieve hypertrophy. If there is a diet portion, just make it paleo. You can use vegan protein powder if you like.
