Why are the chemicals in cosmetics/hygiene products there in the first place?

I'm sure the powers that be are more concerned with profit rather than public health, so why use these chemicals in the first place? Seems like an added expense if you're just trying to make lotion.

Fillers, preservatives, and cheap synthetic products that get the job right (such as silicones for making hair feel smooth even though it can build up on hair). Everything is a chemical, even natural stuff. Just because something is "synthetic" doesn't always translate to bad, and natural isn't always good (such as soy products), so you really have to know your game.
