Is there a decline it fitness between 20 and 22 years old?

I saw on a fitness forum that somebody said that by 22, they couldn't do quite the same workouts they could at 20. The difference was minimumal, but noticable.

Do you think there is a decline in fitness and health between 20 and 22 years old?
