[Meta] Why the difference in formatting options between answers and comments?

I can understand the character limit on a comment, it is not a full blown answer. However it seems the formatting options for a comment are greatly limited compared to that of an answer. Notably, the option for basic HTML seems to not be there. Is there any particular reason for this? It is a shame to miss out on so many goodies, such as href elements and tags, just because you're throwing the link into a comment instead of an answer.

Use single asterisks to denote *italics* in the comments and double to denote **bold**. Granted that only solves part of the problem.

Essentially it's because PHs is running on a grandfathered un-updated old free stack-exchange platform and the beta version doesn't include certain things, including comment limitations like CD pointed out and a lack of a chat feature.
