Can you use garlic powder or onion powder or other kinds of seasonings for the chicken I am cooking?

Sure, but look to make sure the only ingredient is onion or garlic (or whatever spice you are looking for). Some cheaper spices will have filler and additives.

You can also buy cloves of garlic for almost nothing, usually 2 for $1. Fresh tastes much better than powdered.

Sure, i don't see why not, even though I prefer fresh. Just check the ingredients like SUSTAINEDfitness said, I gave my old family recipe for pot roast that calls for powdered onion and garlic a paleo makeover and it turned out excellent.
