Are local farms at a lower risk for salmonella / e.coli outbreaks?

Last year in the news there were various reports of e.coli and salmonella contamination in a variety of fruits and vegetables (spinach and cantaloupe come to mind for me).

If I opt to buy my fruits and vegetables from local farms or farmers markets, is the risk lower, the same, or more?

So I guess "local" in this case means "small", or at least not a gigantic feedlot or whatever they are called.

That and local farms generally don't have sewage going in their fields or any animal runoff.

I would say the risk would be significantly lower, given that those outbreaks come from unclean environments and contamination with feces.

So, local farms would probably be a lot cleaner, since they aren't crowded and messy like conventional commercial farms, and the farmers take better care of their products.
