Subcutaneous Belly Fat and Insulin Resistance

So, hello everyone! I've been busting around the boards suggesting people not be afraid of carbs, and that's kind of funny. Because just last thursday I started confining my carb count to 75 per day in a final stretch-style attempt to literally lose those last 10 lbs. I'm really only working on the last bit of 'belly fat.' But it's not visceral: it can be completely manipulated by hand, and even pulled tight across my body to show the shape underneath, which is pretty damn flat. So my question is, does subcutaneous belly fat still point to insulin resistance? Or is that something I don't need to worry about and I can just do 75-100 g carbs because I feel really good there, not because I"m trying to fix the insulin thing?
