high fasting sugar

i am 39 yrs old and my fasting sugar is always high but random is normally ok . what remedies should i take to lower it as my hb 1 ac is alo 9.6

I have had this in the past as well. They call it the dawn phenomenon. Dr. Bernstein's book Diabetic Solution explains this quite well. Mostly taking carbs later in the day instead of earlier can make your liver release less insulin into the blood stream causing a higher morning blood sugar reading. check out the book as the author was an engineer and type one diabetic who experimented on himself, and then became one of the best diabetes docs in the country.
