Allergy or intolerance?

I've noticed that i feel i slight pressure/tightening sensation in my throat when i eat dairy and soy. Obviously i dont make a habit to eat these foods, but when i do its noticeable. What does this mean exactly?

Is it allergy or somehting else?

Dairy and soy are not paleo, and you should not eat them. 

Some people can eat some dairy, that form of the diet is called "primal" after Mark Sisson's books.  In your case, you're reacting to dairy as well.

The distrinction between allergy and intolerance is merely which immunoglobbulin is alerting to the substance, and in practical terms how much of a reaction you have.  Technically what you have is an intollerance, but that's not what's important.  What is importat is that you avoid these foods as you're reacting to them.
