It might, I'm not sure what makes it in, but there's a lot of dermal patches that make it into our blood. i.e. magnesium oil/Epsom salt baths, nicotene patches, dramamine, iodine, various hormone replacement creams, etc. (In fact there is a protocol to test how much iodine you have in your system by "painting" Lugol's Iodine solution on skin, say your thigh and seeing how long before the stain vanishes, then repeating until it no longer vanishes quickly. The rate indicates how much you need.)

I've used red palm oil in homemade lotion before and I really like it. Either it or sea buckthorn oil, both of which have vitamin E, I find to be particularly great on my skin. Some vitamin E should be absorbed but I'm not finding a definitive source on that though there's stuff like this. And this is basically the lotion recipe I use, it's not too hard.

I don't think it will get to your bloodstream, but Vitamin E is good for the general health of your skin, so i've read.
