What causes physiological insulin resistance?

A reduction in carbohydrate or an increase in fat? Would simply increasing carbohydrate solve physiological insulin resistance or would you need to reduce fat?

A reduction in carbs. Your body does this in order to allow glucose to be used by the brain.
