I want 'em soft like how they come in the can. I want to utilize the whole fresh fish.

Thanks. I don't have a pressure cooker, so I wonder if there is another way.

The bones of canned fish usually soft owing to the high pressure storage inside the can. So if you want your fish bones to be soft, you would have to pressure cook it. There are several fish recipes that you can cook using a pressure cooker, but you need to be careful because too much of pressure sometimes causes the soft flesh of the fish to break away. Fish fillets are also a good option and they do not need to be pressure cooked, but since you mentioned that you wish to cook the full fish, I believe that it is not an option for you.
