[meta] What is the purpose of the "Community Wiki?"

At the risk of sounding like an idiot, what is the Community Wiki? Why would I click on it when I answer? Who are the people that go to old questions and mark them Community, and why do they do that? IS THERE a wiki somewhere with all this info?

I did do a search on this, but came up empty. Also looked in the FAQs. If there's an old thread, and I'm just a Search moron, please point me in the right directions...

tl;dr Lowers the reputation score needed to edit posts greatly, so that any can edit them ala a wiki.
