Absolutely not more than 6 lattes a week is not paleo.

Also, when you say "latte" are we talking about a coffee with steamed milk, or about a Starbuck's-style drink with coffee, milk, and a ton of flavored sugar syrup?

Paleo isn't the kind of approach to eating where it makes sense to ask whether something is "allowed." There's no authority telling us who gets to call themselves paleo and no stone tablets setting down absolute rules. There are general ideas and principles, and people here can give you advice on what's in keeping with them and what isn't. As Happy mentioned, the most important question is whether you've found dairy to be healthy for you personally.

You're a big girl. Don't ask permission. Take responsibility for yourself.

You can have whatever the heck you want. Lattes are not paleo, and if you don't tolerate dairy it's not going to meet your goals for going paleo. But no paleo police will come arrest you.

That depends on

A) Whether milk is an inflammatory food for you.

B) Whether you want to call yourself "paleo" or "primal". Primal being paleo + dairy.

I seem to do okay with cream, but not milk, so my happy medium is Americanos with a splash of heavy cream.

Yes. Milk is paleo. Coffee is paleo. Even a little sugar is paleo (if you need to sweeten it).

It depends. Do you personally find it beneficial? Are there any downsides for your health? Can you afford them everyday? It's your call.

Ask yourself some questions. Are you trying to lose fat? Do you like your body composition? Do you really like lattes? If having a latte a day will keep you from eating the muffin instead, well go for it. People freak out about paleo but you have to just do what works for you. If you love lattes more than whitney houston loved crack than go for it. If you are trying to lose fat, keep it to once or twice a week. If you are going to have them everyday, experiment and tinker and find a healthy version you enjoy. Bulletproof coffee tastes better than any latte I've ever had, and some stevia can go a long way. Don't even think of it as paleo or non-paleo either, just look at its overall effect on your health. BASICALLY: IF YOU WANT TO LOSE FAT, LIMIT IT. IF YOU LOVE LATTES LIKE DURIAN RIDER LOVES BANANAS IN HIS BUM, GO FOR IT.
