Bulking can begin at any time. You don't need to grossly overfuel in order to gain mass—proper strength training is more important. If you have a large amount of fat to lose still, it may not be the right time to begin "bulking," but you can still start gaining strength.
What is your current weight/size/percentage goal? What are your diet and training like? It's a bit tricky to recommend anything without knowing that.
