Barley is a wheat (strike one), and contains gluten (strike two). Indeed, barley is just a grain (strike three).
In general, all grains an pseudo-grains should be avoided. However, some people have less issues with rice or corn for grains (on occasion, not frequently), and still others find some pseudo-grains okay in moderation (e.g buckwheat).
